Help needed, tried alot already. FPS issue.

Hey guys, I know alot of people are posting/complaining about fps problems but i've tried alot of things already, I tried to refrain from posting but I don't know what else to do and it's almost un-playable.

Firstly i'll explain my somewhat unique situation which may or may not be some-what responsible for my problems, I bought Arma/DayZ through steam, however I didn't personally download it, my friend brought it to my house on a HDD and I transferred it over to the correct steam directories (This is because I have terrible internet and get a download rate of 300kb/s, and the fact DayZ is 12gb...yeah. Now I don't know if that will be causing some sort of problem fps wise, otherwise it seemed to be fine.

Basically, my fps is terrible, in some areas, like the citys I can drop down to 7-10 fps, which is obviously un-playable, mean-while my friend with a worse rig is getting a stable 30+, even in other areas, forests, open fields i'm getting a max of 20-40, i've tried almost every combination of settings, i've read alot about fixes for fps and nothing seems to work for me.
