Is desync my problem?

Im at the moment halfway between an actual bandit and survivor. If people don't see me, I let them go, but if I hear gunfire, I try n figure out where it's at and take w/e I can. My issue is this - about 2/3 of the time when I actually do PvP with someone, i die. (lol right?) what I mean by that is simply this - me and said person will be fighting, he'll run around a corner or something then after a second or two magically appear behind me, or he turns invisible on my screen. I can see the gunfire but I can't see him and I die.

So my question is about desync. Is this my issue? Possibly lag in general? How do i resolve it? (btw last time i checked it said my desync was 18 or so)
