Honestly, people under 16 play games. Almost all groups say 16+ or 18+. I don't blame them for that, but the players under 16 and 18 have to find somebody to play with.

Joined Xbox live when I was 13 for Halo 2. I have a 5 year old account with the same GT the entire time. I wasn't an annoying kid either. I sparsly used my mic and I went on the Bungie.net forums, which stamped out any teenage douchebaggery I might have displayed otherwise.
