Ok what the hell happened to my frame rate?

Ok I've never had great frame rates but shit it's never been this bad. About 4 or 5 days ago I started experiencing super low fps somewhere around 10 fps. Usually I have around 30 fps even in towns but now even away from town in open fields I still only get around 10 fps. Game has suddenly become unplayable and yes I have attempted to play on many many different servers but it's always the same.

As with everyone else I have turned all graphics settings to low or disabled if the option allows.I have tried some of the tweaks suggestions to no avail. Can someone show me how to fix this?
