Why non-battle eye servers connected to hive?

I just watched a video someone linked and it shows him joining a server that doesn't have battle eye active but it is connected to the main hive. He would join said server, spawn a crate full of every item in the game and some that are not even in game like a thermal as50 or g36c sd camo, he geared up, then teleported to the NW airfield then left the server then joined a main server with battle eye and he still had all that gear while at the NW airfield.

Since he doesn't spawn the crate or teleport on a battle eye server, he will never be banned.

How are non-battle eye servers connected to servers with battle eye?

These servers are constantly being shut down, just report them and they will have their ID revoked.
