I just bought Arma II CO on steam, arma II hasnt started finished yet but I have OA. When I try open the game, it says "cannot open file C:\Program files\steam\steamapps\common\Arma 2\addons\characters2.pbo

Is this becuase Arma 2 hasnt finished downloading? but OA is standalone right...

You need both games, Arma II and OA to play.

Even tho it's standalone, the mod requires files from the base game.
