Always day servers?

I was browsing through the server list and saw one with "Always day" in the title, is that possible? or allowed?

On a related note, I don't completely understand the day and night cycles on the servers. There were a few that had the same timezone as me and it was night even though it was the middle of the day. I was also wondering if there was any way to tell if a server is going to be day or night besides seeing the region?

In the sever decription you'll see GMT+1 and so on. It gives you a pretty good idea what to expect.

yes some servers are always day servers
