Not updating servers.

I know admins are not allowed to kick players or lock servers, but what about all the server admins who don't update there servers? Basically they're achieving exactly the same thing, as they are preventing players who keep their client up to date (that is everyone who uses Six Updater) from joining their servers!

I'm not suggesting that this is always a cheat as such, but does it count as an exploit?
