Vehicle Repairs with Spawns

Ok, well I have been trying to get a vehicle for a while, if I find one, say a bus does this bus always spawn needing repairs? Or can it spawn fully repaired? Please help! (and yes the bus is the spawn we are looking for)

Think all vechiles except boats and bicycles will need to be repaired. I have only found fisherman boats (which suck) and a bus which was broken and one that some one got shoot out of.

All vehicles have to be repaired and refueled before they can be used.

For a bus you'll need 4 wheels, fueltank parts, scrap metal and engine parts, as well as a jerry can to fill it up a bit.
