Disable in game global voice unless players have a radio they have found. Local should still work though.

I agree with this. They use this system in FOnline: 2238 and it's kinda cool.

You can join "Global chats" aswell as making private channels for just your group adjusting the frequency.

Also, you could just join a random frequency hoping to find others.
