How do you fix this issue when you look down? The brightness just goes out of control.

That my friend...has to be a bug/glitch/error. When looking down the brightness changes (realism bla bla) but not that it'd become this bright white D:

I had the same problem where i would look at something and them my game would like start chargin its lazers and if i continued to lookat it it would kamayhamaha my face with an explosion of brightness and gamma. i dropped my HDR and Shadow settings to normal fixed problem. if that doesnt work i cant help you.
