I suspect a server is whitelisting 4 players only

How can you check to see if a certain server is only allowing certain people to play on it after restart? This server restarts and I can log in to it. Within a few minutes there is myself and 3 or 4 others on the server. If I leave the server goes to 4 players only and no one else can join. The names of the 4 players change (easy to do with profiles). I have seen it go to 3 when I leave and then a 4th will show up in a few minutes but no one else until the next restart. No one else can join.
