That happened to me when I was near Elektro. A giant inferno rose above the city, had I got any closer, it moved to the back of the hills.

Either a strange glitch (as Mourek said) or a naughty hacker.

It is an Arma 2 glitch, fire textures get scaled way too big and look like a giant fire. It also means that there is something on fire in there.
