So many locked server

Hey, I'm usually playing on DE servers but i've noticed nearly every third server is locked. Dafuq?

Afaik it isn't allowed to lock a server, but should I report every server? I mean, I would do it, because I hate it, that some guys abuse the locks to gear up, but what can we do? :3

I think it's not only the german servers, aren't they?

No there are a lot of US ones that locked. I keep my server open and just monitor BEC and BERcon for anything suspicious.
