You can find some starter weapons in barns and grocery stores, sometimes the cafe looking buildings known as pubs.

Residential for light weaponry like civilian pistols, Military bases for heavier military gear. Deerstands for hunters and military gear.

Yup, supermarkets are your friend for that kind of stuff. Also, if you get an axe, hunting knife, matches, and canteen, you never need to go into a town again. You can live in the forest and and pick and choose your loot times, rather than needed to run through Cherno for water.
