Had this happen to me on the first update that added clothing. Found a ghillie suit and put it on, I spawned in the house to find that there was a clone next to me in civilian clothing. I shot him a few times, he said hello and I walked away.

Yeah, it was weird enough before the salute, but after that, and the "HI!"... freakin' unnerving.

"Hi" and salute is something the AI normal does when it is left in an idle state. My guess is you had a bug which duped your player model and the other you was taken over by computer AI and just stood there because it had no orders.
