Did people find a way to make servers private?

There seems to be a lot of servers that have less than 10 people on them constantly and whenever i try joining them i can't get in...

Weeks ago, yes.

Some server admins figure that going rogue is the way to show up the draconian rules imposed by the dayz dev team.

so if im stuck at loading or character create or loading with a full bar...and it never lets me in does that mean it is private or the game is just broken?
