I view game ratings as a recommendation. It basically says that this Mature rated game is not suitable for your three year old son. If your parent feels that you are responsible enough and won't have nightmares then it is at their will to let you play. That's why children under 18 need a parent to buy a Mature game for them. If it was all-out illegal then the minute you asked about an M rated game they would instantly deny you, even if your parent was there.

Basically what I'm saying is that if you're a responsible 12,13,14 etc year old, then you should be fine playing a game.
