VOIP, Cant talk to others

Im having issues talking to other players, i can hear them when i get close however, when i press caps lock they cant hear me talk, i have tried double tapping caps, holding caps and still nothing. Im using Turtle Beach Ear Force x11 combined headset and mic. Anyone else have these issues? or sugestions for a fix?
