Server Queue not working

In the options I have set:

"minimum free slots to join" = 1

Then I try joining a server that is full, and I choose the Queue option.

The big green button on the left displays

"JOIN (queued)"

--now. I have tried just waiting withut pressing the button, and also I have tried pressing the button which then makes it turn Grey, and does not allow you to do anything else.

I am guessing that I am meant to press the button and wait until a space is free, However I have waited for at least 40mins with no free slots...on several occasions.

Once I was queued, and my buddy was able to join the server ahead of me. I was already queued but he just joined normally, and skipped the LINE. WTF

I don't think this is working.
