I've read it may take up to a week on a new server. It took 3 days on mine for them to start spawning. It's random.

not really... it's dependent on ppl first 5 minutes of a new server my group found 2 buses in cherno and electro

yea me and ten other the server is US 905 its full now

It's not dependent on people... My server was full the first 2 days before they started spawning on the 3rd day.

I am TELLING you it is random when a new server is brought up. They don't want people flooding new servers the second it goes up to steal all the cars. My server, it took 3 days, others sooner or later. I believe it is up to a week.
