I think all character data is stored on the hive server, and your character is tied to your CD key. So if you delete the game and later reinstall you will still have your guy.

i had that issue, what i did was, verify the games with steam, then install the patch, and start the game using the Arma 2 OA Beta patch launcher inside the OA folder, because six launcher is CRAP, i dont know whats wrong with it.

edit: there is also a post on the forum i made about this issue, i think i wrote exactly how i fixed it, now it works all the time.
