A global ban during a server restart

Hello, my friend's little problem. Today they played on the server and the EU32 has begun restarting the server, after re-entering, he was banned. He received a message that he has been banned globally. Why not? What is it a problem? ID: 3772228.

Global bans are handed out from battleye, not from dayz.

He got one because he cheated.

They cannot be reversed
