Are inventory and bags saved separately?

Logged in today and my chars inventory is as I left it, but when I opened my bag my dmr was gone and in it's place were the 11 or so Stanag mags I dropped earlier, thing is I had the DMR before my current shotgun, and I actually dropped all the Stanag ammo so that I could put the DMR in my pack and pick up the Remington (was becoming nighttime and I wanted the flashlight).

Does this mean packs are saved separate to on hand inventory or what?

Just to make it clear I'm not complaining, lost plenty of good stuff to rollbacks, just seems a bit strange that my pack seemed to rollback but my chars on hand invent didn't.

Yeah same thing happened to me, backback rolled back about 30 minutes to when I had junk in it instead of the 10x STANAG SD mags I picked up since :(
