Intermittent Stuttering

In game I get an intermittent graphic stuttering, where the screen will completely freeze for a second or two every thirty seconds to three minutes. I have tried many fixes for "Arma 2 stuttering", which there are a lot of suggestions out there for, but am at the point of giving up.

For each of these tests, I ran at the lowest graphical settings with every graphical feature turned off that is possible to be turned off in the various .cfg files.

- disabling antivirus while running ArmA 2

- disabling all unneeded applications

- using windowed mode instead of full screen

- using full screen mode instead of windowed

- disabling forced AA / AF in drivers

- using -maxmem=2047

- using -winxp

- using -cpuCount=2

- updating drivers

- run in XP compatibility mode

I am on a fresh build of Windows 7 x64 with updated drivers. Attached is my dxdiag, and while I could use more ram and a newer card, I don't think that they are the root problems here.

Any suggestions would be appreciated - otherwise this is the end for me.
