In relation to blood bags.

Hey I'm low on blood and my friend is here trying to give me the blood and I have one in my inventory and so does he... When he tries to mousewheel on my character to give me blood the only option that comes up is "Check pulse" the transfuse blood option is no longer there..

"Check pulse" usually shows up when your unconscious idk why it would show it if your conscious.

I would relog, then try it, if it doesn't work at that point try switching servers. Enjoy!
