How do i register my server for common vehicles and helicopters?

I have heard that i need to do this in order to get the spawn rates fixed and to get helicopters,can anyone confirm this and or point me in the right direction to get this done?

Helicopters are currently disabled except on very old servers.

Cars are on by default.

WTH no helicopters?Why devs why :(? Obviously havent watch the old dawn of the dead and day of the dead :P.

Believe me you dont want helicopters. Person who gets it can easily find every vehicle on the map with the huge radar detection.

It shouldn't be forced into being disabled. It should be upto the server host on what vehicles are available - Afterall, you can't take that heli cross server with you, so there isn't any abuse to be had on that level.

I thought the helis were disabled for lag issues or something along the lines.
