Makarov nerfed to shit. When and why?

I just noticed the makarov is inaccurate as hell. You shoot at a wall 15 meters away from you and the bullets all hit 2 meters around the iron sights. When did this happen? Just noticed it, cant even kill zeds 5m away without emptying a whole clip into them.

No, my character is pure. No pain. No blood loss. No exhaustion. No shock, nothing. And the bullet nearly always fires off the iron sight.
