Hit Transfer Lagg?

This pisses me Off.I did see a guy with a Revolver and i had an M240,I started Pre-Firing and he turned around and could easilly almost kill me after i hit him with my M240 it took 3-4 Seconds until he died.Srsly what is that?I Experience this everytime,i hate so much. it happens to everyone even to my Friends.And let me Make some things sure

1.Its not Because off my Internet cause i don't have Lag on a single game and mostly when i play i have a Ping of 10-30

2.Before Anyone comes with "Your aim Sucks" i recorded a clip in Slow-Mo and i clearly did see i hit him.
