[Problem]Slow Server Startup

So our server is having issues when it first boots or restarts, it takes up 5-10 minutes for it to finally get to playing stage. Also, it will not actually start up the server until someone joins the game, so if its sitting at 0/40, it wont reach "playing" status. Does anyone have any tips/suggestions?

I think it's normal for it not to "start" the game until some people join and confirm they're ready. Mine does the same thing. However it doesn't take 5-10 minutes to start. Not sure what to tell you about that.
