Does anyone have any information about this? Was it a hacker, or some rare event in the game?

1) The chopper was probably a hacker, or this is a very out-of-date server. Sure, it's not a HIND or anything, but choppers were removed.

2) I don't think GI Jane and her partner were the chopper crew. That explosion leveled a city block after hitting the side of a building; there's no way the crew got out able to fight, if at all. It's more likely they were just a pair of survivors that got to the crash site first and shot your group on sight.
