Press Enter on your Numpad.

Some servers have this disabled so if it doesn't work just visit another server.

you can also decrease or increase the distance the view to your character by pressing - and + in your numpad (double tap to make it permanent)

this is also true for sniper scopes but not all

This works also for cars etc. to drive around GTA-Style !
