Automatic Server Messages

I saw some hosts have the ability to automatically rotate server messages. Can someone tell me how this is achieved? I would really like to do something like this to warn before a scheduled restart, etc.

yes, ive been asking this for weeks. nothing works for me

and please dont say use say -1 message cause it does not work
