Yellow/Red Chains

In the 'interface' of the game when playing, near the crosshairs, occasionally yellow or red chains will appear in the right hand side.

I was wondering if anyone knew what these meant, as I have seen them and assumed they mean pings are high, but I have also heard they could mean the server is de-syncing from the Hive. It has happened before a server crash where we have been sent back a long way, hours back, which would make sense with a de-sync.

Any help on what they mean would be appreciated.
