My friend experiances lag thats not internet lag

He experiences lag when we are on his countries servers he can run Starcraft II highest graphics with no lag and he cant even play this on the lowest settings with no lag so did he install wrong or what? he bought it via steam

4 GB Ram

That is his computer specs or whatever ^^^^

Is it graphical matter? Did he check his FPS?

The CPU is too slow (2130MHz). Minimum is 2,4GHz (and that is for ArmA 2 OA so add zeds and objects to it).

As it is a mobile CPU, you won't be able to change it anyway. At least you should never upgrade it (more heat will destroy the laptop).

If he want's to buy a real computer an i3 2130 should do the trick.
