Server hopping problem solution

I can see all of these ideas all over on how to solve this issue, but I haven't seen this suggested yet and I think it's a simple solution and won't be (too much) of an issue to legit players. My idea is that upon joining a server there will be a constant (lets say 5 minute?) timer ticking down. Once it reaches zero, it allows everyone to join into the game. So You could join a server and have to wait 5 minutes at the MOST, or get lucky and wait 15 seconds. Basically if someone DC's on you you have time to make your way over to where they are and wait for the reconnect or just escape while you can. I think there should be a little server message alerting in-game players to the timer so they know that someone is about the spawn in the NEAF barracks in 20 seconds so get the hell out or kill the server hopper ;D . It would also add the element of of "Hey, I better find a better and safer place to disconnect" Which currently is almost non-existent but would be a major thing in a real zombie apocalypse.

This doesn't solve the problem of people disconnecting to avoid death.

However, it does solve, kinda, the problem of people going from one server, getting shot at/killing someone, disconnecting, then rejoining at a better location.
