Boat has green ENG light and gas; WONT move [SOLVED]

Just like how the title says. I found a boat. There is a green engine light. I start the boat, but it simply doesn't drive at all. Can you get a boat too close to the shore? I can walk in the water towards it, but only walk.

Keep on pressing turbo and you'll very very slowly but steadily get out on the water. It happens to all of us.

This worked. It took half a tank to do this. Didn't realize it till now, but I have cold because of how cold the water is. Oh well.
