No its not a scam,i really want this game,and i have a new acc on stream,and D3 is boring and so is sc2.

The account is registered to his personal info and it is strictly against the TOS to sell it.

This person can simply contact Blizzard after the deal is done and claim the account was hacked to get it back.

Even giving op the benefit of the doubt that he or she is honest it would be unwise to do this.

I can't speak for the Steam account but I assume the same rules apply.
