All zombies are stuck in the ground!

Every time I join any server all the zombies are stuck in the ground up to their waists! Every now and again they may run a little before sinking back down and they rarely attack. This does make it very easy to get around but I'd like to play the game as it's meant to be played as this feels like I'm cheating.
