4th day with Connection Error (0X00020009)

Hi, I keep getting the error stated in title.
I have tried verifying files, reinstalling, and turning off firewalls, turning off and unplugging modem. None of them worked.
I also tried traceroute to dayz server ip, and all get timed out. Seems dayz servers are not responding to my connection requests.

Anyone has any clue how I might be able to fix this?

I see no one has answered you yet... I'll see if I can help in some way.
I read that you did a "tracert". I imagine from the PC console.
What is the result?
This should already give you a good indication of "where" the problem is.
Maybe post the result obscuring the first IPs of your PC and provider...

I just keep getting "request timed out". I am not getting any pings from the servers.

I have called my ISP and they say they do not block any ip addresses.
Somehow Dayz servers are not responding to the pings from my computer's ip address?
Because I have also tried using my mobile hotspot to connect but result was the same error.
I have also tried manually changing my ip, still wouldn't work.

So now I really don't know what to do.

Hi.
Sorry, I don't know English and I have to use Google Translate (it's not very precise).
If you use the "tracert" command from the console (I assume you use a Windows system. You can find all the explanations with Google) ... you should have a whole series of "strings", with the response in "ms" (milliseconds) of each "passage" between your PC and the game server.
If you write:
"
tracert 46.251. 235.5
"
you will get a series of "pings" in milliseconds for each hop that the packet makes from your PC to the game server.
It may be that, sometimes, you struggle, but then the ping returns anyway.
When it doesn't respond, it signals you with a series of asterisks (*)
If at the final address, that of the server, you get a numeric value, then that server responds (as hardware, obviously).
If you can't access, then it's a problem with the game (client or server).
If it gets stuck in the middle of the procedure, with a series of asterisks (*), and it doesn't go any further... then there's a packet routing problem... you should contact your provider.
If it gets stuck only at the last server hop... I don't know, maybe that server is down for the moment. Try waiting a few days or test other servers.
I'm sorry but I'm not a network expert... I don't know how to help you beyond that.
