For anyone with this problem or helping others...

I get this error when I run the patched executable directly, either in the \Expansion\beta\ folder, or after it is copied to the main ARMAII:OA folder. If I run OA or Combined under Steam, no error.

If someone is running Steam version from a desktop shortcut, possibly it is a shortcut to the executable, instead of a Steam shortcut.

I always just apply the patch and then copy the beta files into the root directory of ArmA II. Then I launch CO from steam. Hasn't failed me yet!
