Code Locks and Combi locks disappear after my server restarts

Having issues in which locks (Codelock and combination) on doors disappear after my server restart.   Not sure why.   Extended the lifetime of the items in the types file to 3888000.. So would expect them to remain.  Any ideas to why this is happening?

lifetime of the items in the types file to 3888000 should resolve that but shouldn't be needed, Usually I only set Vehicles to 3888000
