Character transfer from Livonia/Chernarus to Sakhal?! Why?

Not sure if this was already discussed? You can transfer geared Character from  Livonia/Chernarus to Sakhal as long as server is 1PP to 1PP. Why is this possible? 

It is is different survival mechanic on Sakhal, Cold/Frozen items. The loot is also different then on Livonia/Chernarus,  It breaks immersion completely and allows characters to gear on Maps that are less forgiving and then move your geared character to Sakhal which gives you unfair loot advantage over characters that played Sakhal only.

It really needs to be 1 character per server. Loot economy changes even on the same map, depending on how busy a server is. This has been abused forever.
