As some have said, the Kill on Sight guys are easily explained away by them being carriers of the zombie infection with a lesser degree of effects.

How about implementing this in the manner of different levels of looking like a zombie on the face/skin with the level decided by the players humanity stat.

This would have the advantage over the bandit skin of not being visible at great distances but would show how badly the person is consumed by the virus.

This could be tracked persistently over deaths but in that case the decrease of humanity per death should be markedly slower and not murdering players should regain some humanity over time.

Obviously they shouldnt make zombie noises still as this would clearly be a penalty limiting the bandits tactical options.

Please voice concerns or advantages you see in addition to the ones i stated.

(And yes im occasionally the asshat who will shoot you from the treeline 400+ meters away with a high powered rifle.)

I think you would have to be close to tell the difference, maybe too close.

But I would also like to see persistent humanity with a visual marker of some kind.

Thats exactly why i suggested what i did, no bandit skin thats visible up to a kilometer or longer. You'd have to be within two hundred meters or less to even have the slightest idea.

It also wouldnt penalize the bandit but leaves a visible marker of the characters humanity, adds another factor into the kill or not kill decision loop, wont stop banditry (which isnt the goal even) and also allows them to get rid of it eventually if they want to.
