You'd need modded server to actually open everything for construction purposes. Generally speaking current building system is designed for construction outside camps, stuff of that nature: (source: dayz[dot]fandom[dot]com/wiki) What you want is to barricade existing asset. Vanilla terribly NEEDS implemented a proper system to do just that. Basebuilding feature wasn't enlarged in any way since it was published.
