Vanilla's barbwire assets turned into defensive measures

Concertinas found in the game are no more but decoration - player can sprint on them, literally walk, jump and climb on them without any penalty. Mu suggestion is to change it. The most ridiculous example would be prison's high wall. It has barbwire on it - and people are treating it like a secret pathway.
