Welding Torches

Hey guys,

I already red about the idea of a welding torch for constructing and breaking down metal walls, but I have something different in mind here:

I think we all know how scarce vehicles are or can be on some (or most) servers, for example when a specific group hoards all of those.

I'm imagining a Welding Torch e.g as relatively rare industrial loot, which can be used to repair vehicle-wrecks found in the streets (of course only those of vehicles-types you would be able to drive in the first place, if they spawned).

For balancing reasons this would need more resources, scrap metal and such, more time to "salvage" than it'd need to repair a spawned vehicle, thus making players more vulnerable and raising the necessity of organized groups/guards.
