Is it me? 0x00040036 - DB_TIMEOUT Database Connection Timeout

This issue started at the same time that I did something on my computer. So I was trying to fix the ping rates and one suggestion was that I turn off auto-detect in my proxy settings and delete game cache data in Steam.
At the same time, the server did a restart.

When the server came back online I tried to log in and I got the error "Database Connection Timed Out"

I tried playing on my other computer that connects through Steam as well with the same issue. Could it be the cloud sync caused this to cross my devices? Is this a local issue?

Steam Official 128.0.112.57
(Experimental/Unstable)

I have not tried other servers yet.
