Stealing work

Hello everyone, such a problem, I am a map developer, and my map was stolen and the DayZ license was violated, I sent a copyright infringement complaint to the DMCA, they accepted it, but the defendant sent a counterclaim that this was his work.
Because of the disgusting and irresponsible work of the DMCA, they restored the work stolen from me to the thief, what should I do?
I would like to contact the developer directly in order for the thief to be punished, and my stolen work was deleted from his account without the possibility of recovery, as well as a block was issued on the possibility of publishing works in steam for the game DayZ because a person uses the vulnerabilities of the DMCA system and steals works, which discourages any desire to promote and development of the DayZ community
