after seeing this helicopter circling electro for about 10 minutes he came low enough so we started yelling for a pick up.

Only reason he dont give a fck by picking u guys up is because he can just spawn a new one whenever he dies... There is only 24 helicopters legit spawned right now (confirmed by Vipeax) and i doubt this is 1 of them since he didnt give a fck.. I'd say hacker all the way.

Well if he can spawn helicopter he probably has a scrip to TP next to you and kill you or just kill everyone on a server with a command. I DO NOT recommend kiling hackers if they are trying to be nice.
